ACTIVITIES OF THE OFFICE OF THE ASSISTANT DIRECTOR OF EX-SERVICEMEN’S WELFARE,THANJAVUR

 

 

1. The Department of Ex-Servicemen's Welfare is responsible for the rehabilitation and resettlement of ex-Servicemen and their dependants and welfare of the families of Serving Defence Personnel in the State. In Thanjavur District the O/o the Assistant Director of Ex-Servicemen’s Welfare at Jawans Bhavan, MKM Road, (opp) Head Post Office, Thanjavur – 613 001 implement the schemes and sanction/disburse the financial assistances.

 

2. EX-SERVICES POPULATION 3222 Ex-Servicemen and 1456 widows have registered at the Office as on 31.03.2007.

 

3. WELFARE ACTIVITESThe following welfare schemes had been implemented:-I. CENTRAL GOVERNMENT· Reservation of jobs 10% in Group 'C' and 20% in Group 'D' posts.


· Age relaxation in employment.


· Relaxation of educational qualification in employment.


· Compassionate appointment upto two dependants of Service personnel killed/ disabled in action and to one dependant of Service personnel killed/ disabled in peace time.· Fixation of pay in respect of SSCOs/ ECOs giving weightage according to number of completed years of military service.· Income Tax Exemption for winners of Gallantry Awards of PVC, MVC, VrC., Ashoka Chakra, Kirti Chakra, Shaurya Chakra & SM/ NM/ VM under clause 18 of IT Act 1961.· Exemption of examination fee in respect of examinations held by UPSC, SSC and BSRBs for reserved vacancies.

 

Allotment of Army Surplus Vehicles.

Allotment of Oil Products Agencies.

Allotment of UTI Agencies.

 

Air travel concessions:

 

75% concession to the recipients of Gallantry Awards of Class I & Class II viz., Param Vir Chakra, Ashoka Chakra, Maha Vir Chakra and Kirti Chakra, Victoria Cross, George Cross, Distinguished Service Cross, Military Cross, Distinguished Flying Cross and George Medal. 50% concession to permanently war disabled officers who have been invalidated out of service and the dependant members of their families and to War widows of post ndependence era.

 

Rail travel concessions:


Free rail travel in I-Class/II-AC to the recipients of Param Vir Chakra, Ashoka Chakra, Maha Vir Chakra, Kirti Chakra, Vir Chakra and Shaurya Chakra and the widows of posthumous winners of these Gallantry Awards along with a companion. 75% concession for travel in II Class to War widows including those of IPKF and Kargil casualties.· Free passage to transport the bodies of Officers and men of Armed Forces killed in war/ insurgency operations/ aid to civil power or died in harness by Indian Airlines.· Waiver of installation charges to War Widows, disabled soldiers and Gallantry Award winners; full concession to Gallantry Award winners and 50% concession to War Widows and disabled soldiers in normal rental charges for telephone facilities.

· Scholarship (Rs.1,250/- p.m. for Boys and Rs.1,500/- p.m. for Girls ) for wards of ex-Servicemen (Personnel Below Officers Rank) and widows of Personnel died in harness under Prime Minister’s Scholarship Scheme.

 

II. STATE GOVERNMENT

 

Reservation of jobs 5% in Group 'C' and 10% in Group 'D' posts. No age limit for appointment in Basic Service.· Relaxation of educational qualification for appointment in basic service.· Age relaxation for appointment in State Government service.· Exemption from Physical Efficiency and Physical Standard tests for recruitment to the post of Grade-II Police Constables for ex-Servicemen.· Compassionate appointment to one dependant of Service personnel killed/ disabled in action or died in harness. Fixation of pay ignoring the military pension in respect of ORs. Priority for one dependant in the matter of employment through Employment Exchange.· Exemption of examination fees to ex-Servicemen for recruitment through TNPSC.

 

Exemption of fees for medical examination for appointment in State Government Service. Exemption of Court fee on petitions/ applications of ex-Servicemen to State Government Departments. Free legal aid. Preference in grant of Licence for Stamp Vending. Free medical facilities in Government Hospitals. Priority in providing electricity power connection to pump sets. Priority in the matter of assignment of land/ house site.· Reservation of 7% for Serving and ex-Servicemen in allotment of houses/ flats/ plots developed by the Tamil Nadu Housing Board.· Reservation of 10% in allotment of Industrial Sheds constructed by the Tamil Nadu Small Industries Development Corporation.· Automatic acceptance of equivalence of Military Trade to Civil Trade. Priority in transfer and postings to the spouses of Serving Soldiers to the nearest station.

Free preparatory training classes to youth who appear for written examinations for recruitment to Army.KENDRIYA SAINIK BOARD

Financial Assistance of Rs.1,000/- p.m. to old infirm Ex-Servicemen and widows of Ex-Servicemen·

Education Grant Rs.100/- p.m. till XII Std. to children of non-pensioner Ex-Servicemen and of all widows of Ex-Servicemen upto three children.

·Financial Assistance of Rs.10,000/- to non-pensioner Ex-Servicemen towards House Repairs.

Marriage Grant of Rs.8,000/- to daughters of JCOs/ ORs and their equivalents who are not provided any assistances for the purpose by State Government.

Financial assistance upto Rs.15,000/- towards Medical reimbursement for treatment taken in civil or Government Hospitals.

a) Heart : 90% for Personnel Below Officers Rank and 75% for Officers
b) Cancer : Upto Rs.75,000/-

c) Renal/ Dialysis : Upto Rs.75,000/-

Prime Minister’s Merit Scholarship Scheme for wards of ex-Servicemen and their widows(below Officer rank) who join professional degree courses

a) Rs.1,250/-p.m. for boys.
b) Rs.1,500/-p.m. for girls.

 

ARMY GROUP INSURANCE FUND MEDICAL BENEFIT SCHEME

 

Reimbursement of expenditure incurred by Ex-Servicemen who are members of Army Group Insurance Fund towards treatment in Civil Hospitals for serious diseases.

 

a) (i) Heart : Rs.1,15,000/- (ii) Repeat Angioplasty/ CABG : Rs. 85,000/-

b) Cancer : Rs.1,00,000/-

c) Renal Transplant &/or Dialysis : Rs.1,25,000/-

d) Total Hip/ Knee Joint : Rs.1,00,000/-
e) Prostate Surgery (TURP) : Rs. 15,000/-

f) Acute Phase Management : Rs. 50,000/- of Stroke (Cerebra Vascular Accident)

g) Lithotripsy for Kidney/ Urethral : Rs. 20,000/- Stones

h) Arterial Surgery : Rs.1,00,000/-

 

Army Group Insurance Fund (MBS) shall fully close on 31.03.2006. The deposits made will be refunded. From 05.01.2005, Kendriya Sainik Board has limited its payments for treatment mentioned above only to those who are ineligible under Ex-Servicemen Contributory Health Scheme (ECHS).

 

ASSISTANCE RENDERED FROM AMALGAMATED FUND

 

· Reimbursement of 50% of interest on loans, upto a maximum of Rs.2.50 lakhs, for self employment ventures.

· Reimbursement of 100% of interest on loans, upto a maximum of Rs.7.50 lakhs availed by Self Help Groups of ex-Servicemen and their widows, for self employment activities.

· Subsidy of 25%, subject to a maximum of Rs.50,000/-, on the cost of Industrial Shed/ Plot for venture in industrial activities.

· Scholarship/ Stipend for children studying in Technical/ Professional/ Vocational/ Diploma in Co-operative Management and Computer Courses.

· Scholarship to children of Defence Personnel killed or disabled in action, studying in Academic, Technical/ Professional/ Vocational Courses, beyond Higher Secondary stage as under:

 

a) All types of fees, such as, tuition fees, special fees, examination fees, study tour, library fees, etc. as applicable to the Government Institutions.

b) Hostel fees of Rs.1,000/- p.m.

c) Lumpsum provision of -

(i) Rs.3,000/- p.a. to professional courses for meeting traveling expenses, stationery & books and uniform/clothing expenses

(ii) Rs.2,000/- p.a. to academic courses for meeting travelling expenses, stationery & books and uniform/ clothing expenses

· School Uniform and Book Allowance (SUBA) to children of Defence Personnel killed or disabled in action, studying in schools. (I to V Std.: Rs.1,000/-; VI to VIII Std.: Rs.1,250/-; IX to XII Std.: Rs.1,500/-).

· Stipend of Rs.1,000/- p.m. to the ex-Servicemen for Training in Industrial Training Institutes.

· Stipend of Rs.1,320/- p.a. to the dependants of ex-Servicemen for Training in Industrial Training Institutes.

· Stipend of Rs.1,500/- p.a. to the dependants of ex-Servicemen for Teacher Training courses.

· Marriage Grant of Rs.10,000/- to the daughters of Defence Personnel killed or disabled in action.

· Annual Maintenance Grant of Rs.2,000/- to the next of kin of Defence Personnel killed and to the Personnel disabled in war/ war-like operations for life time.

Housing Grant of Rs.30,000/- to widows of Defence personnel killed and to the Personnel disabled in action in all conflicts after Independence.

· Ex-Gratia Grant of Rs.30,000/- to the next of kin of Battle Casualties.

OIL PRODUCT AGENCIES 'DEFENCE CATEGORY

1. Eligible Persons:

 

(a) Widows/ Dependants of Posthumous Gallantry Award Winners
(b) War Widows/ Dependants
(c) War disabled (with disability 50% and above)
(d) Widows/ Dependants of those who died in harness due to attributable causes.
(e) Disabled in peace with disability 50% and above attributable to the Military Service.

2. Age on the date of application : Minimum 20 years and Maximum 60 years

3. Educational Qualification : Matriculation or equivalent

4. Income : The gross income of the applicant should not exceed Rs.2.00 lakhs per annum.

5. Residency : Resident of any district is eligibleto apply. However preference shall be given to the resident of the District in which the dealership is advertised – other conditions being common.

 

WELFARE ASSISTANCES TO BATTLE CASUALTIES HAILING FROM TAMIL NADU

01. Monetary Assistances (from Kargil Defence Personnel Relief Fund) to the families of Battle Casualties killed in war/ insurgency operations:a) Killed : Rs.5.00 lakhs

c) Disability: Totally disabled/ double amputee/ totally blind : Rs.3.00 lakhs - Single amputee/ one eye blind : Rs.1.00 lakh (G.O.Ms.No.617 Public (Military) Department, dated 02.05.2000)02. Compassionate appointment to one family member in State Government job. 03. Free Education upto Post Graduate level to the children of the deceased (Battle Casualties).

 

II. CENTRAL GOVERNMENT

RESERVATIONS IN SAINIK AND MILITARY SCHOOLS:

 

(a) Sainik Schools : 25% seats for wards of Serving and ex-Services Personnel

(b) Military Schools 67% seats for wards of JCOs/ ORs 20% seats for wards of officers.EX-SERVICEMEN CONTRIBUTORY HEALTH SCHEME (ECHS)The Scheme would cater for medicare of all ex-servicemen in receipt of pension, including disability/reservists pension and family pensioners, as also dependants to include wife / husband, legitimate children and wholly dependent parents, by establishing new Armed Forces Polyclinics and Augmented Armed Forces Clinics at 227 stations spread across the country.

 

The Scheme will comprise as follows:-

a. ECHS would be a contributory scheme. On retirement, every Service personnel will compulsorily become a member of ECHS by contributing his/her share and the Scheme would be applicable for life time. Similarly, ex-Servicemen who have already retired can become members by making a one time contribution. There would be no restriction on age or medical condition. The one time contribution will be as follows:-Pension upto Rs.1500/- : Rs. 1800/-
Pension between Rs.1501/- and Rs.3000/- :

Rs. 4800/- Pension between Rs.3001/- and Rs.5000/- :

Rs. 8400/- Pension between Rs.5001/- and Rs.7500/- :

Rs.12000/- Pension Rs.7501/- and above :

Rs.18000/-(War disabled pensioners are now exempted from payment of contribution for this scheme.)

b. Retired personnel joining the scheme will forfeit the monthly medical allowance of Rs.100/- presently admissible to them and those who do not join the Scheme would continue getting Medical Allowance as hithertofore. Such persons would not be entitled to any medical facility from Armed Forces Clinics/Hospitals or Polyclinics set up under the Scheme.
